The Office of the Town Recorder is Stanton’s custodian of official records and proceedings. We keep the Town’s legislative history, maintain public documents, publish agendas and minutes, and support transparent, efficient service to residents, businesses, and partners.

Town Recorder — Twilla Moss
Leads the office; custodian of records; prepares and attests minutes, ordinances, and resolutions; maintains the municipal code and official contracts; coordinates public records requests; supports boards & commissions. -
Administrative Clerk — Norma Middlebrook
Front-line customer service; meeting and agenda support; intake and routing for requests and applications; assists with notices, postings, and website updates. -
Document Clerk — Hollie Dillon
Scanning, indexing, and archival quality control; retention and disposition scheduling; assists with public records fulfillment and document certifications.
What We Do
- Agendas & Minutes: Prepare and publish Town Board agendas, packets, and official minutes.
- Ordinances & Resolutions: Maintain the permanent legislative record; coordinate codification updates.
- Public Records: Receive and process requests under the Tennessee Public Records Act (TPRA).
- Records Management: Index, archive, and retain Town documents per approved schedules.
- Contracts & Agreements: Record fully executed agreements and related supporting documents.
- Boards & Commissions: Track appointments, oaths, and terms; maintain rosters and filings.
- Public Notices: Post legal notices, hearings, bids, and Town announcements.
Requesting Public Records
- Submit a Public Records Request online or at Town Hall.
- The Town Recorder’s Office will acknowledge your request and coordinate inspection or copies.
- Fees (if any) for copies or certified records are assessed per the Town’s adopted schedule.
